Landline Users Must Dial ‘0’ before Making Calls to Mobiles: TRAI new guidelines

On Wednesday, the Department of Telecommunications announced that from January 15, 2021, all landline users in the country will have to add the prefix ‘0’ while making calls to mobiles. This step was taken to free up an adequate amount of numbering resources for the future. 

It was first recommended by the Telecom Regulatory Authority of India (TRAI) earlier this year, in May, and will finally be put into action in the coming year. However, the regulator stated that the introduction of this dialing prefix for a particular type of call won’t be considered similar to increasing the number of digits in the telephone number.

Keeping in mind the consideration of TRAI Recommendation on “Ensuring Adequate Numbering Resources for Fixed Line and Mobile Services”, Do has decided to implement the following steps :

  • All Fixed-to mobile calls will have to be dialed with the prefix ‘0’ from 15th January 2021.
  • There won’t be any change in the dialing plan from fixed-to-fixed, mobile-to-fixed, or mobile-to-mobile calls.
  • A suitable announcement will be made regarding the same. This announcement shall be played when any subscriber dials a fixed to mobile call without prefixing ‘0’.
  • All the fixed-line subscribers will be provided with this ‘0’ dialing facility.

In a circular dated November 20, DoT said, “Following may be implemented…Fixed-to-mobile calls shall be dialed with the prefix ‘0’. The suitable announcement may be fed in the fixed-line switches to appraise the fixed-line subscribers about the requirement of dialing the prefix ‘0’ for all fixed-to-mobile calls.”

More connections can be added in the near future by freeing up adequate numbering resources which will be beneficial in long run for mobile customers at large through freeing up adequate numbering resources. These changes have been made in such a way that minimum inconvenience is faced by the subscribers and essential numbering resources are freed up.

The telecom ministry said in a statement, “A total of approximately 2,539 million numbering series is expected to be generated from the above. This will free up sufficient numbering resources for future use.”
